Unique registers

    Wishing to support the citizens and the entire circuit of the legal documents, by enhancing the safety of the notarial deed and by providing national centralized evidence, the National Union of Civil-law Notaries created and set up 4 national registers, starting with 1st of January 2007.

    The constant effort to develop and improve these registers and their role, beneficial to the whole society, has been recognized by the legislature through the new Civil Code, entered into force on 1st of January 2012, which recognized these registers, making express reference to them in countless articles.

    At the moment the Union manages, through the National Center for the Administration of the National Notarial Registers – Infonot (C.N.A.R.N.N.), a number of 7 active registers, generically called "unique registers" as follows:
  • The National Notarial Register for the evidence of successions (R.N.N.E.S.)
  • The National Notarial Register for the evidence of successional options (R.N.N.E.O.S.)
  • The National Notarial Register for the evidence of liberalities (R.N.N.E.L.)
  • The National Notarial Register for the evidence of proxies and their withdrawal (R.N.N.E.P.R.)
  • The National Notarial Register of matrimonial regimes (R.N.N.R.M.)
  • The National Notarial Register for the Evidence of Creditors Natural Persons and the Evidence of Oppositions to the Fulfillment of Successional Partition (R.N.N.E.C.)
  • The National Notarial Register for the Evidence of Applications for Divorce (R.N.N.E.C.D.)
    The National Notarial Register for the evidence of successions (R.N.N.E.S.), keeps record of successional causes (successors) concerning Romanian citizens, foreigners or stateless persons with their last domicile abroad, but from which there are still remaining goods in Romania.

    The National Notarial Register for the evidence of successional options (R.N.N.E.O.S.), keeps record of notarial deeds concerning the acceptance, the waiver of the succession, and the withdrawal of waiver, but also the deeds of acceptance or waiver of the executor of the will.

    The National Notarial Register for the evidence of liberalities (R.N.N.E.L.), keeps record of liberalities such as: wills and codicils, declarations for their withdrawal, withdrawal of revocations of wills and codicils, testamentary provisions established on amounts of money, values or securities submitted to credit institutions and their withdrawals, contracts of donation, acceptance of offers of donation, revocation of donations and declarations of removing the effects of indignity.

    The National Notarial Register for the evidence of proxies and their withdrawal (R.N.N.E.P.R.), keeps record of proxies, contracts of mandate and their withdrawal, concluded in an authentic form, of contracts of administration and their withdrawal, authenticated by the notaries of Romania and by Romania's diplomatic missions abroad.

    The National Notarial Register of matrimonial regimes (R.N.N.R.M.), keeps record of matrimonial regimes chosen by the spouses and matrimonial conventions.

    The National Notarial Register for the Evidence of Creditors Natural Persons and the Evidence of Oppositions to the Fulfillment of Successional Partition (R.N.N.E.C.), ensures the evidence, for opposability to third parties, creditors’ applications concerning debts they have towards a natural person.

    The National Notarial Register for the Evidence of Applications for Divorce (R.N.N.E.C.D.), keeps record of divorce applications addressed to notaries, in order to avoid a double registration, but also the evidence of solutions given by the notaries.

    In addition to notaries, these registers can be accessed by the institutions of the state (free of charge), but also by the natural and legal persons, justifying a right or an interest.
